Lawyer, in 1986 he took office as member of the Brasilian Constitution Commission of Sports and Entertainment, giving with all his know how in the field of "Sports/Legal" a grate contribution for the development of the National Sports as an "ALL".

Diver and Sports fisherman, 9 times World Record of Spear Fishing from CMAS ( Guinness Book 1993, pig. 304 ), 15 times Brasilian Champion of Fresh Water up to 2004, Team Captain and World Vice-Champion of Fishing in Salted Water ( France 1988 ); in 1999, has been Individual Champion in the World Championship of fishing for Sports Managers in which there was the participation of all Managers presents in that Meeting.

 In 2000, was Brasilian Champion of Boat Deep Fishing in salted water per teams, and in 2002 again Champion for the State of Rio de Janeiro.

On the discipline of Casting, was State Champion in the degree of Masters in 2003 on the State of Rio de Janeiro, as well in the Brasilian Championship of Clubs, held the same year of 2003. As per there Regularity , has been considering the 5º best General Male in Brasil.

Author and Pioneer of the first books of Spear fishing and Technical scuba diving in Sud America. ( Manual do Mergulhador - 1973 Editora Rio ); Author of the first CD-ROM for teaching the Diving Techniques in all World ( PROGENSI ), issued in 4 different languages, ( PROGENSI 2 ) issued with a "revolutionary" system for the examination of divers ( PROGENSI 3 ) and co-author of the ( PROGENSI 4 ) in Portuguese, French and Italian, which allows the creation of the " Specialized Brevet " and " Log Books "

 Proposed to CMAS, with further approval, the creation of the Specialized in Spear Fishing, Which consolidated this discipline, among many Diving Schools around the world, turning this activity as a profitable discipline.

In 2002, prepared and split in Brasil, the first CD with Administrative-Sportive point of view, called CBPDS 2001 which gave to the Brasilian Clubs of Diving and Fishing, the possibility to Standardizing the integral Normalization of there secretaries. This work was as well pioneer in the Sports World.

In 2002 created the program of Instruction for Official Referees, being as well the author of the first CD made to prepare and check the Official Referees of the National Commission of Referees in Brasil, named CNA-2002.

Lawyer Specialist in Sports, with International Recognition, was responsible for the main work in the creation of the International Rules for Fishing and Casting in South America Continent.

Judge of the Discipline Commission of CMAS, 1995-1997, time when was elected with expressive number of votes, as member of CMAS Executive Bureau, for the following period of 4 years.

In 1999 was elected by unanimity, President of CONSUASA ( South America Confederation of Under Water Activities ) which, now a days, was changed in COPAS ( Pan-American Confederation of Under Water Activities ) keeping the same position as President and under this situation, gave to Brasil, titles as Champion, bi Champion, tri Champion, tetra Champion and penta Champion of Fishing in the World Championships, as well Champion of Americas in Spear Fishing.

Was one of the Founders and elected as 1st President of ABRAPIA ( Brasilian Association of Fishing with Artificial Bates ), in which, was 3 times Vice Champion ( 1999, 2000 and 2001 ) and in 2003, became Brasilian Champion.

As per there relevant services given to the Sports Area National as well International. Was decorated with the following Medals: "Cross Mérito Desportivo Nacional", given by Brasil Fishing and Diving Federations; Medal "Friend of the Navy" ; Medal "Merito Desportivo Sulamericano" given by COSAPYL (Fishing) ; Medal "Merito Desportivo Sulamericano" given by CONSUASA (Diving) .

Pioneer of the Campaign Against Drugs in Sports, developed through CBDPS with the Publicity Sentence: " Take your son to fish and dive, before a drugs dealer, adopt him " as well the Campaign " Adopt an Orphanage " in which all the fish got in all Competitions were donated to the Official Institutions of Poor Assistance.

Created and was Sponsor for the "Solidarity Trophy" where each Fisherman adopt a Physical Deficient teaching an assisting them in a competition that performed already 17 years.

In 1999, due to his life of Athlete and manager, was elected symbolically, the "Athlete of Millennium" by unanimity of the Brasil Federations.

In 2001, during the General Assembly of World Confederation of Fishing (CIPS), held in Valladolid/ Spain, was elected by Unanimity, Vice President.

In 2004 and with strong Support of the Brasilian Federations, was Elected again as President of CBDPS, which allows him to carry on the work in view to his World Leadership.

Was Given the CMAS Gold Medal, the highest decoration on the Under Water World which, only very few man in the world could afford. This decoration was given in Rome, Italy on the Italian Olympic Comity building in 19/01/2002 and officially delivered in a full Stadium of Rio de Janeiro, with the presence on the Mayor in 07/11/2002.

In 2004, the majority of the Brasilian Federations, by initiative of the "FECAPE" (ES), established the Transitory Trophy " Master of Brasilian Fish - President Eduardo Paim Bracony ", title granted in CERTIFICATE NAMED " Letter of Victory " signed by all the Presidents involved. The first event of this Important Trophy, was received by FPPL ( SP ) due to accumulate the general sum of victories of XVI Brasilian Championship of Fishing and Casting.

In 06/12/2004, was nominated Counsel of very Important Thematic group in the National Conference of Sports, defending with tenacity, the rights of the amateur entities.

In 11/12/2004, was the Chairman of a Meeting in Lisbon, Portugal, to settle the most Important Event in the History of the Fishing and Spear Fishing, created the conditions for the New World Fishing Games, been the first "meeting" schedule to Sep 2006.

Now a days, carry on as President of the CBPDS, as a respected lieder, receiving the friendship and admiration of the majority of the athletes.
