1 - DIRECTION AND ORGANIZATION
The World Championship of Underwater Fishing, is carried out under
the authorization of CMAS, developing according with the arrangement
of this Special Rules, being refereed by Official Referees from CAN (
National Commission of Brasils Referees, under the supervising
of an International Referee nominated by CMAS and according with
article 1.4.1.5 of RGCMAS ( CMAS General Rules ) will be participated
by 20 Countries, namely:
Americas (5 ): United States, Chile, Peru, Uruguay, and Venezuela.
Europe/Africa: (10) Italy, France, Spagne, Greece, Croatia, Portugal,
Bulgaria, Turkey, Ukraine and Slovenia.
Oceania/Asia: Australia, Tahiti New Zeeland and Japan
Organizing Country (1): Brasil
Note: In case of any of the Countries shown above, decide to quit,
CBPDS, can accept the registration of others of the same zone, in
replacement, according an attendance list by sequence contact with CBPDS.
2 - REGISTRATION OF NATIONAL TEAMS
The Registration are open to the Countries indicated above once they
are dully registered with CMAS and represented each one by its
National team composed of 3 official divers, 1 reserve and a captain.
The registrations should be filled on the Official Registration File ( in
annex to this special rules) and sent to CBPDS up to
August 10th 2002, duly filled and showing obligatory the
stamp and signature of the President of each Official Federation.
Will be charged a Registration Fee per Country, which is indicated in
the Complementary
Informations in annex.
2.1- Brasil will provide to all Official Delegations the following
assistance: Land transportation for the 5 official members of
each team, between the International Airport of Rio de Janeiro and
the city of Arraial do Cabo, as from 28/10 and return scheduled to
10/11/2002. Hotel accommodations, from 06 to 10/11. Food
from 07 though 10/11. Boats for the 2 days of
Competition (08 and 09/11.
2.2- The Registration of companions other than the Official ones
should follow all terms of this Rules, be under the responsibility of
the National Federation and be made on the Official
Registration to Companions.
Note: This Registration is subject to a commu
nication written to CBPDS with in an anticipation of 15 days to the
arrival of the team to Brasil, showing the day, schedule as well
Airline and Flight Ner. This communication, should be made by Fax or
e-mail ( cbpds@antares.com.br )
after confirmrd by CBPDS.
3 - BOATS
Each diver will be transported in 1 (one) boat provided by the
Organization after a draw. In each boat, will be a Commissary
designated by the Organization. The Brasilian team, will have a
Commissary, from an other Country, designated during the Captains
Meeting. No other people will be allowed on board of the boats.
3.1- Boats in use for visit of the Competition Area.
To visit the Competition areas 1 and 2, the departure would be
obligatory from the Beach of Anjos in Arraial do Cabo and all divers
and companions, should to register the time of departure and the
estimated time of arrival in " AREMAC " and IBAMA, calling
the attention that all boats in the area, should follow the Official
Rules of the Area. For that, all Delegations can report to the
General Transportation Coordinator, which is working as from August
30, 2002.
3.2- Departure, begin and the end of each day competition
Depending only the decision of CBPDS, by organization reasons, the
start, can be given in a place on the sea by the General Commissary
nominated by CBPDS for each day with a loud signal, that would be
repeated for the end of the competition with the duration of 5 ( five
) hours.
4 - PRESENTATION
For all Ceremonies, the teams should wear their Official National Dress.
5 - BEHAVIOR
All participants, are obliged to keep disciplinary position according
the locals and situations. The violation of any moral principle or
ethics should be object of disciplinary penalties, applied by the
Honor Commission of the event.
6 - FLAG AND HYMN
Each participant Country should bring the flags of the respective
Country and Federation as well the National hymn in CD or K7 to be
use during the Official Ceremonies.
7 - DURATION OF THE COMPETITION
The Competition, will be performed in 2 ( two ) days with the
duration of 5 ( five ) hours. The Official Referee will make the
start for each day, at the sea with a loud sound.
8 - THE FISHES
The share of catches per diver will be 10 ( ten ) pieces per species
with a weight equal or above to 500 grams ( 500 Pts. T+05
grams ), with the following exception of non valid fishes :

ACANTHURIDAE = Ex: "CIRURGIÃO" /" LANCETA"

SERRANIDE - Ex: Badejos, Chernes and Garopas, are not valid with
weigh below 2 (two ) Kg. For the valid catches the share is 3 ( three
) pieces per specie per diver.

8.1 The limit of maxim weight is defined ( per CMAS,GR ) in 10 ( ten
Kg. ) in a total of 10.500 Points per piece.

The catch of species protected by National Legislation issued by
IBAMA, will be punished with total declassification.
- All catches will be offered to the local Charity Organization.
- To clarify any doubts concerning fishes, will follow the book
" Peixes Marinhos do Brasil from Marcelo Szpilman member of
Scientific Commission of CBPDS, Director of Institute Ecologic
Aqualung. The author will offer one copy of this book to each
National Federation.
9 - THE STAY
Will be mandatory the stay and participation of all participants in
the Official Ceremonies shown in the Official Program (
Opening/parade, Meetings and Closure solemnity ) been considered
ethic fault any premature retreat. Due this all Delegations should
program their departure only after the end of the Activities
programmed for 10/11/2002.
10 - LIABILITY
The CBPDS, PMAC and the local Sportive Authorities, cannot be held
liable for contingent damage to the gear and personal property of
competitors, or for any accidents to competitors and other
participants as a result of their participation in the competition
and, more specifically in diving activities.
11 - AWARDING
The Organization, will offer 2 different awarding, the official for
the CMAS prizes immediately after the establishment of the official
results, and a particular awarding responsibility of the Organization
and the local Authorities programmed for 10/11/2002. In this Ceremony
will be given to the Country World Champion, the Prize transitory,
" Jornalista Roberto Marinho "
12 - COMPETITION SITES
The Competition will be held in the area of " Arraial do
Cabo" involving the Areas 1, 2 and 3 as per Nautical Maps in
appendix. During the Captains Meeting, would be informed the zone for
each day competition been in normal conditions, the Area 3 considered
as Reserve. For all people it is completely forbidden to fish in the
areas 1 and 2 and in the Area 3, as from 07 October 2002.
12.1- For visits and possibility to fish, all the Delegations should
contact the Organization.
13 - COMPETITION
Out of all the rules established in the CMAS GR, it is mandatory the
use of buoy minimun 10 l..

To keep at least 25 meters distance between planks/buoys.
-
Completely forbidden to keep a fishhook near the body of the competitor.
-
Forbidden to toe the competitor or the plank/buoy by the support bout
in side the Competition Areas.
14 - GENERAL STATEMENTS
14.1 During the Competition, only the Official bouts provided by
CBPDS to the concurrent, referees, safety and press are allowed to
sail on the Competition Sites.
14.2 It is forbidden the use of any type of propaganda without the
previous approval of CBPDS. The right of video should follow the CMAS rules.
14.3 An identify badge will be provided to all participants and
official companions the should be wearing at any time of the stay.
14.4 As all the area of "Arrail do Cabo" is an Official
Reserve, under the supervising of the Brasil Government, before any
action that involve lease of boats, use of diving equipment,
transmissions or possibility of fishing, should be requested through
the organization. As from 30/08/2002 all the area will be supervised
by the Brasilian Navy AREMAC and IBAMA.

15 - DUBIOUS SITUATIONS
- Under the respective organizational ability, the CBPDS will
decide and all the others would follow the General Rules of CMAS.
